Steps
Unplug modern USB 3.0 devices such as keyboards, mice and drives. Plug the keyboard and mouse into older USB 2.0 ports, usually the black ones on the back of the motherboard.
On a laptop, do a hard reset. Press and hold the physical power button for 15 seconds until the machine turns off completely, then power it back on.
If the layout screen returns, click Choose an option, then Troubleshoot, then Advanced options.
Select Startup Repair and let Windows scan for and fix corrupted startup files. Wait for the repair to finish and restart.
If the loop continues, go back to Advanced options and choose Command Prompt.
Type bootrec /fixmbr and press Enter to repair the master boot record.
Type bootrec /fixboot and press Enter, then type bootrec /rebuildbcd and press Enter to rebuild the boot configuration data.
Close Command Prompt, restart the PC and check that Windows 11 boots to the desktop without the layout prompt.
Tips and common mistakes
Use a wired keyboard and mouse during recovery, since wireless receivers can fail to load before Windows starts.
Type each bootrec command exactly as shown and press Enter after each one before moving to the next.
If bootrec /fixboot reports access denied, restart and try Startup Repair again before repeating the commands.
Back up important files from another working PC or a live USB before making boot record changes.
Questions
Will these steps delete my files?
No. Startup Repair and the bootrec commands only touch startup and boot files, not your personal data. Still, back up anything important before you start.
What if I cannot reach the advanced options menu at all?
Boot from a Windows 11 installation USB and choose Repair your computer on the setup screen. That opens the same Troubleshoot and Advanced options menu.
Why does the keyboard layout screen appear in the first place?
It often follows a failed update, a disconnected USB device or corrupted boot files. Fixing the boot record or running Startup Repair usually clears it.
