Open the album, tap People, then turn on Public Website. This creates a web link that opens without an Apple device.
Tap Copy Link and send it to your Android contact in Messages, WhatsApp or email. Paste the link into any chat.
On the Android phone, tap the link. It opens the album in a browser at icloud.com. Sign in with an Apple ID only if you want to comment.
