Steps
Open Foxit PDF Editor and choose File > Combine > Merge Files. If your version shows a Combine Files button on the Home tab, click that instead.
In the Combine Files window, click Add Files, browse to the first folder and select your PDFs. Click Add Files again for each extra folder and add those files too.
Look through the file list and remove any wrong file with the Remove button. The list can hold files from any folder on your computer.
Set the order with Move Up and Move Down, or drag files in the list. The first file becomes the start of the combined PDF.
Click Combine and wait while Foxit builds the new PDF. The merged document opens in a new tab.
Open the Page Thumbnails panel, usually under the Organize tab, so you can see every page in the new file.
Drag a thumbnail up or down to move that page. Select one or more pages and press Delete to remove them.
Use Rotate Page on any sideways page, then check the whole document from start to finish.
Choose File > Save As, pick a folder, type a clear name and click Save. Keep the original PDFs untouched as a backup.
Tips and common mistakes
Use the Add Folder option when you have many PDFs in one place, so you do not have to select them one by one.
Check page size and orientation after merging, because pages from different files can look uneven.
Save the merged file under a new name so your original documents stay unchanged.
Close any PDF you are still editing before you combine, to avoid locked files.
Questions
Can I combine PDFs that sit in different folders?
Yes. Add Files opens a normal file browser, so you can pick files from any folder and mix them in one list.
Does Foxit PDF Editor cost money?
Foxit PDF Editor is a paid program, so check that your licence or trial covers the Combine feature. Foxit Reader offers fewer tools for editing pages.
Will merging reduce the PDF quality?
No. Foxit copies the existing pages into a new file, so text and images stay as they were. Save a backup first just in case.
